The WDE manages federal flow-through grants using a Consolidated Grant process. School districts complete and submit one grant application for all of the federal flow-through grants. These grants include Title I-A (Programs for Disadvantaged Youth), Title I-C (Migrant Education), Title I-D Subpart 2 (District Neglected and Delinquent), Title II-A(Teacher/Leader Quality), Title II-D (Enhancing Education Through Technology), Title III (English Language Acquisition), Title IV (Safe and Drug Free Schools), Title V (Innovative Programs) , Perkins (Vocational Education), and IDEA Part B 611 and 619 funds (Special Education). This process allows districts to effectively look at how they use these funds to meet the educational needs of their students by seeing how these grants can support each other to meet the performance goals of the district. It also allows districts to minimize their efforts by avoiding duplication among all the grants - in effect, this streamlines the application process for these grants.
