WISER ID
After the 2004 Legislative session, work began on implementing the Wyoming Integrated
Statewide Data System. To create a truly integrated system using the Schools Interoperability
Framework (SIF), a statewide student record identifier (SRID) was needed. The Wyoming
Department of Education (WDE) could not track students from district to district.
A statewide student identifier would allow for a more comprehensive system that
allows tracking of student achievement longitudinally. Thus the Wyoming Integrated
Statewide Education Record Identifier (WISER ID) system was deployed.

The WISER ID is a length of eight with the last digit being a check digit. Sequences
of three repeating digits will be eliminated, as well as, numbers with leading zeros.
The numbers will be assigned randomly from a pool.
The check digit uses an algorithm that makes it evenly divisible by 11. For instance,
8 x 1st + 7 x 2nd + .... is evenly divisible by eleven. Coding, such as this, makes
the number sensitive to common keying errors like duplicates and transpositions.
Approximately 6.9 million numbers can be generated utilizing this algorithm. At
current enrollment rates, Wyoming will have identifiers available for the next 800
years. During the first year of implementation, WDE expects to have resources in
place to identify data quality issues and concerns. Long term, the state should
be able to track students and their performance over time. Granularity of the data
set will allow greater data quality in areas like dropouts and membership counts.

The WDE has contracted with ESP Solutions Group and implemented eScholar’s Uniq
ID System.
Starting in the 2005-2006 school year school districts used the WISER ID to uniquely
identify student records.
