Sandy Barton brings a strong background in the field of education. She graduated from Utah State University with a Bachelor’s degree in Business and Marketing Education plus a Master of Arts in Educational Leadership from the University of Wyoming. She taught at Riverton High School for 18 years in the area of Business/Technology. During her tenure at FCSD #25, she taught courses in all areas of Business/Technology plus served as department chairperson and grant writer.
Currently Ms. Barton is the Executive Director for the Fremont County Board of Cooperative Education Services (BOCES), a position she has held since 1999. Her latest accomplishment was the successful $40 million application for a Wyoming Job Corps. She has also been instrumental in implementing many programs and opportunities throughout Fremont County and the State of Wyoming such as dual credit for high school students, on-line AP courses, after school programs, on-site Career & Technical training for high school students in the areas of Fire Science, Certified Nursing Assistants (CNAs), Pro-Start, and Military Science and Energy Exploration. Ms. Barton also currently serves on the Wyoming State Board of Education and is a graduate of Leadership Wyoming, 2004.

Dana Mann-Tavegia is a fourth generation Wyomingite, currently living in Osage.
After graduating from Tongue River High School in Dayton, Wyoming, she attended
Bryn Mawr College, obtaining a degree in Sociology in 1980. Ms. Mann-Tavegia
worked for over 17 years for the Wyoming Department of Transportation as a
construction engineering technical specialist, working on design, construction
inspection, surveying, computers and quality assurance. Since 1998, Dana has
enjoyed working on her family's third generation beef cattle operation and
recently completed service on the Weston County Library Board of Trustees, the
Weston Country Library Foundation, Weston County Gymkanas (summer horse rider
games for youth and adults), and the Democratic National Committee.
Jan Torres, Treasurer

Jan Torres is a licensed professional counselor. She is a professor of Psychology at Western Wyoming Community college in Rock Springs. She is a current member of the Wyoming Council on Women’s Issues and is a previous Director of the Student Development Center at the college. She and her husband Jerry live in Rock Springs.

Bill Anthony has a 36-year history in education in Wyoming as a teacher and administrator. Born and raised in Spearfish, SD, he taught Mathematics for 21 years, served 2 years as a junior high vice-principal, 9 years as a district-wide math/science coordinator and 2 years as a special assistant to the Superintendent in the area of curriculum and instruction. He holds a BS from Black Hills Teachers College, an MEd in Science from the University of New Mexico and an MA in mathematics from the University of Michigan. Additionally, he has served on the Wyoming School Facilities commission. He lives in Casper with his wife Shirley and has 3 grown children.

Dr. Larry McGarvin is a General Dentist with practices in Ten Sleep and Gillette, Wyoming. He was born and raised in Worland, Wyoming. He and his wife, Sue, live in Ten Sleep canyon and are the parents of 5 grown children. He holds a B.S. from Colorado State University and D.D.S. from the University of Nebraska Medical Center.

Jim McBride brings professional experience as a teacher, principal, superintendent, Air Force officer, academy instructor, technology director and community college president to his current position as Wyoming’s Superintendent of Public Instruction.
McBride started his professional career as a teacher at Caesar Rodney Junior High School in Dover, Delaware. During his tenure there, he became certified as a principal and then completed administrative duties.
In December of 1975 Jim began a career in the United States Air Force that lasted over 26 years. During his many assignments, he continued to teach and attend a number of colleges. In 1981 he completed his MBA at Louisiana Technical University, and in 1983 he was sent to the University of North Carolina, where he completed his Doctorate in Education Administration, and an internship in planetarium administration. For the next five years, he taught and held various positions at the Air Force Academy.
In 1996, Dr. McBride was selected as president of the Community College of the Air Force (CCAF). CCAF is the largest fully accredited community college in the world with 121 affiliated campuses and an enrollment that exceeds 370,000.
Jim retired from the Air Force in December 2001, and embarked on a new career as Superintendent of Schools in Bennett, Colorado. In May of 2003 he joined the Wyoming Department of Education as a technology administrator.
In August 2005 Dr. McBride was selected by Governor Dave Freudenthal to complete the unexpired term of the former State Superintendent of Public Instruction.
Norine Kasperik

Norine Kasperik of Gillette, Wyoming brings a background of nursing and education to the State Board. She currently is a Nurse Educator and Interim Director of Nursing at Gillette College. Her previous board experience includes serving as the Chief Financial Officer of the Campbell County Public Health Board, President of the Campbell County Board of Higher Education Services and President-elect of the Campbell County Health Care Foundation. She holds a Master’s of Science in Nursing Education. She has lived in Wyoming for 21 years with her husband, Nick.
Phillip Orton

Phil Orton has spent 33 years teaching, 30 years of that in Evanston. He has taught high school general science, biology and anatomy & physiology. He has also been a wrestling, football and soccer coach. He holds a Bachelor of Arts degree in Biology Composite from Weber State University. Phil has served as President of the Evanston Education Association, Cowboy Days and the Uinta Chapter of Trout Unlimited as well as serving on the Uinta County Conservation District board. He is married to Mary Ann Beattie and they have four grown children.
Gerald "Joe" Reichardt
Representing: Appointment District #1

Joe Reichardt had worked at Coors Ceramic and A. Coors Brewing Company in Golden, Colorado for 23 years as a Research Technician, Supervisor, Production Superintendent and Manager before coming to Wyoming and partnering with his wife, Stacey, in several successful small businesses. Over the last 21 years, he has served on the Platte County Library Board of Directors, been elected Platte County Commissioner for two 4-year terms, and served on the Wyoming D.E.Q. Air Quality Advisory Board for six years. Stacey and Joe have three grown children and six grandchildren.
Michael Hejtmanek
Representing: Certified Administrators

Mike Hejtmanek is the Superintendent of Schools for Washakie County School District #1. He represents Certified Administrators on the State Board. Along with his duties as Superintendent, he also serves on the Executive Board of the Wyoming Association of School Administrators as well as the Governing Board of the American Association of School Administrators. In the Worland community he serves on the Rotary Club Board and the Washakie Mental Health Board. Mike received both his Bachelor’s and Master’s degree from Western State College in Gunnison, Colorado. He has spent 35 years in education, 30 years as an administrator and has lived in Worland for 22 years with his wife, Jeanne. They have three grown children.

Matt Garland, a Wyoming native, comes to the Board representing Business and Industry. He is President and CEO of MGM Enterprises, Inc. in Gillette, Wyoming. He has served on several boards to include the Wyoming Contractors Association Board, Construction Careers Foundation Board and as Associated General Contractors National Director. He is a private pilot and serves as Chairman of the Young Eagles Program, an aviation program that introduces youth 8-18 to aviation. He has lived in Gillette for 23 years with his wife, Kathy and has four grown children.
